Constraints to the Development of Financial Markets in Pakistan
A study administered by the Asian Development Bank on the financial sector in Pakistan. The study examined the size and depth of financial markets in Pakistan, the performance of institutions in the sector, and the sources and uses of funds.
It reviewed the economic and financial policies that were responsible for financial repression prior to the 1991 Financial Sector Reforms and the changes initiated since then in respect of public debt, competitiveness in the financial sector, credit and interest rate policy, the exchange and payment reforms and the regulatory environment established by the State Bank (the Central Bank) through its Prudential Regulations and the Corporate Law Authority.
The report analyzed the functioning of money, stock, debt, foreign exchange and futures markets, both in the formal and informal sectors.
It examined in depth the factors - legal, institutional, fiscal and regulatory - inhibiting financial development in general and new instruments in particular.
Domestic Resource Mobilization for Energy Sector Investments
Consultant to ANZ Grindlays on a study sponsored by the World Bank on measures to tap domestic resources for public and private sector investments in energy related projects. The objectives of the study are to review the absorptive capacity of domestic capital markets and, based on this assessment, formulate proposals that will facilitate the mobilization of resources from the domestic financial systems for the long term investment requirements of energy and other infrastructure projects.
Capital Markets in Pakistan: Resource Mobilization for Housing Finance Companies
Consultant to ANZ Grindlays Bank on this study initiated by USAID. The study reviewed the operations of financial institutions and financial markets prior to the Government of Pakistan's 1991 Financial Sector Reforms as well as examined the reform measures. It identified and examined the constraints to the development of capital markets, specifically from the point of view of Housing Finance Institutions and developed recommendations for the removal of the key constraints.
Municipal Finances in Pakistan
Carried out a study for the World Bank on the operations of local governments in Pakistan. The scope of the study included a review of the legislative and institutional arrangements governing their operation and their fiscal powers and functional responsibilities, the quality of inter-agency coordination between these bodies and other federal and provincial government agencies, an in-depth examination of the administrative structure of local councils and their financial health, an assessment of the budgeting, accounting and financial management and control systems, and the potential for resource mobilization at the local level. |
