SAP Field Review
The study was commissioned by the Multi-Donor Support Unit (MSU) for SAP. The report presents the findings of a field review to ascertain the impact of reforms introduced under SAP. The information contained in over 4,000 survey questionnaires was processed in respect of facilities providing education, primary health, drinking water and population welfare services and containing interviews of district level officers and the recipients of the service, the communities.
The report assesses the nature of improvements since the initiation of SAP by examining a variety of relationships and linkages between different variables, using the responses of the key actors surveyed in each sector, the recipients of the service, the service providers manning the facility and those managing the facilities at the district level. The responses of these stake-holders were not only examined for internal consistency but were also cross-verified, for example by testing the replies of the beneficiaries of the service against the responses of the service providers. The report analyses the overall impact in each of the sectors and also conducts inter-provincial comparisons.
Social Action Program
Provided inputs on budgetary and institutional matters as a member of donor supervisory missions organized throughout 1993 and 1994 for reviewing the federal and provincial governments implementation of their Social Action Program.
Social Action Program for the Government of Punjab
Responsible for developing a short to medium term Operational Action Plan for the Primary Education Sector. The work involved identification of the key constraints, the development of a strategic thrust for the sector and policy, procedural and institutional reforms required addressing these issues and the estimation of the resources required to achieve the participation rate targets set by the government.
Government of Pakistan's Social Action Program
Member of the World Bank Technical Assistance Mission responsible for reviewing the medium and long term strategies of the federal and provincial governments regarding the social sectors. The responsibilities included the provision of technical support in the sub-sectors of education and rural water supply and sanitation to enable the respective governments in developing a sustainable program through quality and efficiency improvements, keeping in view the availability of resources and the long term needs of growth. |
